Innovation-driven Effects of the SOE Supervision System Reform
Abstract:
The innovation competitiveness of state-owned enterprises( SOE) plays a key role in innova- tion-driven strategy. This paper takes the establishment of SASAC( State-owned Assets Supervision and Ad- ministration Commission) as an example to analyze the innovation-driven effect of SOE supervision system re- form,usingthe2000-2007firm-levelR&Ddataanddifference-in-differencemethod. ItfindsthatSOEsu- pervision system reform exerted significant innovation-driven effect by reducing policy burdens,improving management efficiency and other incentives,which strengthened the innovation motivation ( R&D expendi- ture) and innovation effectiveness ( patent applications) . Further research finds that the innovation-driven effect of the SOE supervision system reform has a greater effect on invention patents and high-tech industries, and an effective external market competition environment is more conducive to its innovation-driven effect.
