Abstract：Orderly expanding the opening up of the service industry is an important measure for China to promote the formation of a new pattern of comprehensive opening up, and also a key measure to reduce the systemic risks of opening up. This paper combs the impact mechanism of service industry opening from two aspects of internal factors and external pressure, provides a theoretical basis for the selection of the order of China's service industry opening to the outside world, selects four dimensions of international competitiveness, industry contribution, industrial security and international high standard gap, and uses the entropy TOPSIS method to rank the order of service industry opening, and draws the following conclusions: China should give priority to opening the business service industry, wholesale and retail industry, and construction industry, Secondly, we will open up the cultural and educational industry, entertainment industry, information service industry, resident service industry and financial industry, again open up the accommodation and catering industry, science and technology service industry and transportation industry, and finally open up the public management service industry.
